A city of borrowed laws, old blood, and a throne suddenly empty.

Overview

Madison is an Anarch-controlled Kindred domain governed through institutions inherited from the Camarilla. The city recognizes a Prince, a Primogen Council, a Seneschal, a Sheriff, Elysium, feeding domains, and formal laws. Madison's Anarchs do not accept the authority of the Camarilla, but they have never abandoned every Camarilla custom.

For forty years, that contradiction survived because of one vampire: Jessica Woodfield.

Jessica became Prince after the death of Tori Redford in 1985. She preserved the fragile peace between Anarchs, Camarilla loyalists, independents, and Madison's other supernatural factions. Her rule was not peaceful because the city lacked enemies. It was peaceful because Jessica made the cost of open war greater than the rewards.

In 2025, Jessica Woodfield is dead.

Her death begins the Woodfield Succession. The Anarch establishment has lost its political center. The Primogen possess authority but no shared future. Victor King and his Camarilla bloc see their best opportunity in four decades to claim Madison.

The central question is no longer simply who killed Jessica.

It is who inherits the city she held together.

The Madison System

Madison's government began as a compromise. When Tori Redford became Prince in 1975, she retained the offices and voting procedures of the old Camarilla court while declaring Madison an Anarch Free State.

Under this system:

• Each recognized clan receives one vote on the Primogen Council.
• A clan may abstain from a vote.
• The Prince decides tied votes.
• The Prince may veto a decision of the Primogen.
• A two-thirds vote of the Primogen may override the Prince's veto.
• The Prince sanctions which Kindred may reside and feed within Madison.
• Elysium and the Masquerade remain protected by city law.
• The authority of outside Camarilla officials is not automatically recognized.

Jessica did not create this system. She inherited it from Tori and made it endure.

To Madison's Anarchs, these offices are tools that belong to the city. To Victor King, they are proof that Madison has always been Camarilla in everything but name.

The Woodfield Peace, 1985 to 2025

Jessica Woodfield became Prince during the crisis of 1985, after the murders of Prince Tori Redford and Garou Elder William Burke.

The old agreements nearly collapsed. The Garou suspected Kindred treachery. Camarilla loyalists prepared to exploit the disorder. The Anarchs feared that removing the old court would leave no authority capable of preventing a bloodbath.

Jessica held the domain together through four principles:

1. No open war inside Madison. Political conflict could continue, but violence capable of exposing the Kindred or drawing the Garou into the city would be punished.
2. The old pacts remained binding. Agreements concerning parks, sacred territory, and supernatural neutrality survived the deaths of those who negotiated them.
3. Camarilla loyalists could remain. They were permitted to hold domains and council seats so long as they obeyed Madison's laws.
4. Madison answered to Madison. No Justicar, Archon, neighboring Prince, or Anarch dignitary possessed authority within the city without recognition from its court.

This compromise prevented a second Kindred-Garou war and allowed the city's undead population to survive several wider supernatural catastrophes.

It also allowed Victor King to remain inside the government.

The Present Conflict

The Anarch Establishment

Madison's ruling Anarchs inherited Jessica's offices, allies, and laws, but not her personal authority.

They are divided between:

• Loyalists who want to preserve the Woodfield system.
• Reformers who believe the office of Prince should die with Jessica.
• Pragmatists who will support any successor capable of preventing war.
• Younger Anarchs who see the Primogen as elders wearing revolutionary colors.
• Kindred whose loyalty was always to Jessica rather than to the Movement.

The Anarchs control the domain, but they do not agree on what control should mean.

The Camarilla Bloc

Victor King leads Madison's Camarilla-aligned Kindred.

The Camarilla has not conquered the city from outside. Its members have spent decades acquiring businesses, properties, feeding routes, mortal influence, favors, and respected positions within Jessica's court. They obeyed local law, attended Elysium, and learned how every part of the Woodfield government functioned.

Victor's argument is simple:

Jessica kept Madison alive by using Camarilla institutions. Now that she is gone, the city needs someone willing to use them without apology.

Some support Victor because they believe in the Camarilla. Others fear the disorder his enemies may cause. A few simply expect him to win.

Independents and the Uncommitted

Independent Kindred survived under Jessica because her peace gave them room to maneuver between the major factions.

The succession threatens that neutrality. Both Anarch and Camarilla leaders need information, territory, votes, and deniable allies. Kindred who avoided the old conflict may now determine its outcome.

Important Kindred

Jessica Woodfield

Sect: Anarch Position: Prince of Madison, 1985 to 2025 Status: Dead

Jessica was the keystone of Madison's supernatural peace. She ruled an Anarch domain through a Camarilla-shaped government and prevented either faction from completely defeating the other.

Her death opens the 2025 chronicle. Its cause, the disposition of her remains, and the final orders she may have left are matters of immediate dispute.

Jessica's death does not automatically dissolve her laws. It does, however, leave nobody whose interpretation of those laws is universally accepted.

Victor King

Clan: Ventrue Sect: Camarilla Position: Leader of Madison's Camarilla bloc Domain: The Castle

Victor King arrived in Madison with Brandy Madison's original coterie. He has survived every change of Prince, every rebellion, and every failed attempt to remove Camarilla influence from the city.

Victor does not need to invade Madison. He is already inside its institutions.

He controls a network of wealth, property, corporate influence, mortal servants, and political obligations. His strongest claim is not that Jessica failed, but that her system worked because it resembled the Camarilla system he has defended all along.

Victor is the principal political rival of the Anarch establishment. Whether he ordered Jessica's death, enabled it, anticipated it, or merely intends to profit from it remains unproven.

Brandy Madison

Clan: Malkavian Sect: Unaligned, formerly Camarilla Former Position: Prince of Madison and later Seneschal Status: Dethroned, unstable, and still dangerous

Brandy Madison arrived in 1919 and established the coterie that became Madison's first enduring Kindred court. She was appointed Prince in 1927.

Her reign deteriorated after the death of Otto Wolfgang and the Kindred-Garou War. In 1975, Tori Redford forced her from the throne. Brandy avoided Final Death and exile by accepting the office of Seneschal and submitting to a supernatural oath intended to preserve the peace.

Brandy remembers the creation of Madison's court, the compromises behind the Anarch revolt, and secrets belonging to vampires who have been dead for decades. Her memories are distorted by madness, age, humiliation, and the Malkavian insight that sometimes makes metaphor more accurate than testimony.

In 2015, a Midwestern ghoul network attempted to abduct a vampire in Madison. The operation collapsed when Brandy discovered the conspirators' hotel room. The full outcome was suppressed, but the incident proved that outside forces were studying Madison's Kindred.

Brandy may be the city's least reliable witness. She may also be the only one who recognizes what Jessica's death means.

Tori Redford

Clan: Gangrel Sect: Anarch Position: Prince of Madison, 1975 to 1985 Status: Dead

Tori led the Anarch rebellion against Brandy Madison and negotiated the peace that ended the Kindred-Garou War. She retained the Prince and Primogen system to keep the victorious Anarch coalition from breaking apart.

Tori and Garou Elder William Burke were murdered in 1985. Their deaths nearly destroyed the supernatural agreements protecting Madison. Jessica Woodfield inherited Tori's unfinished government.

Tori's legacy remains central to Anarch identity. Every faction now claims to understand what she intended.

The Founding Coterie

Brandy Madison did not come to Madison alone. Her early allies included:

• Kyle Schuller, Brandy's grandchilde and a survivor of the old court.
• Charity Myor, a Toreador connected to Madison's cultural and social institutions.
• Victor King, the Ventrue who now leads the Camarilla bloc.
• Deven Tridel, a Toreador whose loyalties helped shape the early domain.

By 2025, the surviving members of this coterie represent something more dangerous than nostalgia. They remember the private bargains upon which Madison's public laws were built.

Other Established Names

The following Kindred have appeared in Madison's modern history. Their present loyalties and condition may become important during the succession:

• Borislava Konev, a Brujah enforcer associated with Anarch law.
• Lulu Turner, a Lasombra defector and patron of The Wreck.
• Michael Kruger, a Tremere connected to occult research at Bascom Hill.
• David None, a Nosferatu information broker associated with the Undercity.
• Jan None, a Nosferatu ally of the Anarch revolt whose existence has become entangled with rumor.

Their individual pages should be treated as the authority on whether they remain active in 2025.

The Primogen Council

The Primogen Council is the legal heart of Madison's succession crisis.

Under the Woodfield system, the council is neither merely advisory nor fully sovereign. Its members can make law, allocate political support, obstruct a claimant, and override a Prince with sufficient unity. They cannot easily force the rest of the city to recognize a successor without support from the clans, the Sheriff, the keeper of Elysium, and the holders of major domains.

Following Jessica's death, the Primogen must answer:

• Who possesses authority until a new Prince is recognized?
• Does the council elect a Prince, confirm one, or merely acknowledge whoever can hold the city?
• Does each clan retain a vote if its representative serves the Camarilla?
• Are Jessica's private agreements part of city law?
• Can the Anarch Movement retain control while preserving the office of Prince?
• Would abolishing the throne liberate Madison or deliver it to Victor King?

These questions are not procedural distractions. They are weapons.

Historical Timeline

1919 to 1927: The Founding Court

Brandy Madison arrives from Europe with a small circle of Kindred allies. They establish influence over Madison's mortal businesses and institutions. Brandy is appointed Prince in 1927.

1932: The Gahara Pact

Kindred, Garou, and mages negotiate a supernatural peace after years of conflict.

The pact establishes several enduring boundaries:

• Kindred may not enter Madison's parks.
• The Garou recognize Kindred sanctioned by the Prince within the city limits.
• Mages are prohibited from interfering in internal Kindred and Garou disputes.

Later agreements altered the pact, but its principles continue to shape supernatural territory.

1955 to 1975: War and Anarch Revolt

The murder of Gangrel Primogen Otto Wolfgang triggers renewed war between the Kindred and Garou. Brandy's attack upon the Arboretum Caern turns suspicion into open violence.

Younger Kindred rebel against the elders. Tori Redford emerges as the leader of Madison's Anarchs.

1975: The Anarch Accord

Tori Redford and the Garou force Brandy's government to accept peace. Tori becomes Prince, Brandy becomes Seneschal, and Madison becomes an Anarch Free State.

Tori retains the Prince, Primogen, and clan-vote system.

1985: The First Collapse

Tori Redford and William Burke are murdered. The crime threatens to restart the Kindred-Garou War and provides Victor King's allies with an opportunity to challenge Anarch rule.

The conspiracy behind the murders is exposed, and the Nameless is decisively defeated. Its corruption does not survive as an active force in Madison.

Jessica Woodfield becomes Prince and begins rebuilding the political peace.

1985 to 2005: The Woodfield Consolidation

Jessica prevents retaliation between Kindred and Garou, contains Camarilla attempts to seize the domain, and preserves the old agreements while Madison's mages suffer catastrophic losses.

As Awakened institutions collapse, the Kindred court becomes the city's most stable supernatural government.

2006 to 2014: The Quiet Expansion

Jessica maintains order while Victor King expands Camarilla influence through property, finance, mortal institutions, and favors within the court.

Victor avoids open rebellion. He makes his faction useful enough that removing it would endanger the peace.

2015: The Ghoul Incident

A group of ghouls from across the Midwest attempts to abduct a vampire in Madison. Brandy Madison discovers their operation. The incident is contained, and much of the evidence disappears.

The surviving questions remain dangerous:

• Who selected the intended victim?
• Who trained and supplied the ghouls?
• What did Brandy take from their hotel room?
• Why did Jessica keep the incident quiet?

2020 to 2024: Pressure Beneath the Peace

Supernatural paths closed since the Avatar Storm begin to reopen. New Awakenings increase, old wards reactivate, and agreements made with dead or missing leaders become uncertain.

Jessica attempts to renew the city's supernatural understandings. Victor prepares for the possibility that she will fail.

2025: The Woodfield Succession

Jessica Woodfield dies.

The Anarchs retain formal control, but Victor King's Camarilla bloc is positioned to turn a succession dispute into a transfer of power. The Primogen must investigate the death, interpret Jessica's laws, and choose whether Madison will preserve, reform, or destroy the government she left behind.

Relations with Other Supernaturals

Mages

Madison's mages are no longer a unified political power. Their council has collapsed, their chantries contain few living members, and many newly Awakened people do not understand the Traditions.

This weakness makes them unpredictable. Victor sees occult knowledge, Nodes, and abandoned chantries as resources. Anarchs fear that exploiting them could awaken enemies the Kindred no longer understand.

Jessica maintained private arrangements with individual mages. Her death leaves those agreements without a clear Kindred representative.

Garou

The peace with the Garou is older than Jessica's reign and soaked in the blood of those who broke it.

Kindred remain forbidden from entering Madison's parks. Garou recognize only those vampires sanctioned under the city's agreements. The deaths of Tori, Burke, and now Jessica have removed the principal figures associated with the pact.

Some Garou believe Jessica's death voids the agreement. Others fear that abandoning it will return Madison to the war of 1955.

Wraiths

The dead may possess evidence unavailable to the living, but the Shadowlands have been damaged by the Sixth Great Maelstrom and decades of supernatural isolation.

Whether Jessica became a wraith is unknown. Claims that her ghost has spoken should be treated as evidence, bait, or both.

Fae

The fae of Dreaming Echoes Freehold preserve memories and promises that have disappeared from official records.

Their account of Jessica's final nights may not agree with physical evidence. Kindred seeking their help must deal in oaths, stories, favors, and remembered emotion rather than conventional testimony.

Mortals and Hunters

Modern Madison surrounds the Kindred with cameras, databases, phones, financial records, and investigators capable of connecting evidence across decades.

The disorder following Jessica's death risks drawing mortal attention at the moment the court is least able to coordinate a response. FBI Agent Johnson and other investigators may understand only fragments of the truth, but some of those fragments are dangerously accurate.

The 2025 Chronicle

The Vampire chronicle begins inside the government Jessica left behind.

The player characters may be Primogen, officers of the court, influential clan representatives, or Kindred whose support is necessary to establish a successor. They must investigate Jessica's death while every decision changes the balance between Anarch and Camarilla power.

The Mage chronicle begins outside that government. Newly Awakened characters enter a city where the Kindred possess laws, territory, records, and forty years of hidden agreements, while the mages possess empty chantries and incomplete explanations.

Both chronicles confront the same failing structure:

• Jessica's death destabilizes the Kindred court.
• The weakened court can no longer maintain every supernatural agreement.
• Returning spiritual paths reactivate old obligations.
• New mages awaken without understanding the danger around them.
• Garou, fae, wraiths, and hunters each hold a different piece of the crisis.
• Victor King is prepared to transform uncertainty into authority.

The Vampire characters decide who rules the city.

The Mage characters discover what that city was built upon.

Themes

• Anarchy versus institution: Can a rebellion govern without becoming the system it opposed?
• Succession as investigation: Every clue to Jessica's death is also leverage in the struggle for power.
• The cost of stability: Jessica preserved peace by allowing enemies to become necessary.
• Law without legitimacy: Madison has procedures for replacing a Prince, but no agreement about why anyone must obey them.
• Memory as territory: The oldest survivors control the past, and therefore the meaning of the present.
• The Masquerade under pressure: A divided court must conceal itself from a city built to record everything.
