Wraith of Madison
Overview
Beneath Madison’s vibrant streets lies one of the oldest and most powerful necropolises in North America, a city of the dead ruled not by tyrants, but by Gahara, the First Ferryman and Master of Death. Once a Dreamspeaker and master of the Entropic Arts, Gahara chose undeath willingly in 6000 BCE to safeguard the boundary between life and death, becoming the city’s first Wraith and the founder of the Madison Necropolis.
The Separation of Worlds
Unlike most Underworld domains, the Wraith world of Madison, known as Madtown among the Restless, exists as a sprawling metropolis hidden deep in the Tempest, the roiling chaos between the Shadowlands and the Far Shores. Madtown is not Stygia, though echoes of its laws and grandeur can be found here. It is older than most modern necropoli, fiercely independent, and enforces a strict separation between the living, the dead, and the Umbra.
Gahara's law is simple:
The dead must not rule the living, nor linger among them; the living must not exploit or disturb the Restless. All must find their way, or move on.
Gahara: The Ferryman of Madtown
Gahara is a legend among the Dead. In life, he was a shaman of what would later be called the Dreamspeakers—one of the first mortals to understand the cycles of soul and Paradox, and a founding signatory to the original binding of the Nameless in 6000 BCE. In that great ritual, Gahara accepted the ultimate price: to never reincarnate until the prison of the Nameless was either broken or made eternal.
As a Wraith, Gahara is both wise and implacable, enforcing the separation of worlds with powers that rival the Deathlords of Stygia. He tolerates no Spectres or cults of Oblivion in his realm, and his Ferrymen actively seek out lost souls to guide them to their proper fate—whether that is Ascension, reincarnation, or the Far Shores.
Role in the World:
- Mediator between the Shadowlands, the living, and the Umbra, maintaining spiritual and cosmic balance.

The Madison Necropolis (“Madtown”)
Founded: 6000 BCE
Location: Deep in the Tempest, with hidden Shroud-gates in local cemeteries, effigy mounds, and beneath the Capitol Node.
Key Traits:
- Independent: While aware of Stygia and its Deathlords, Madtown follows its own ancient customs. The Hierarchy is allowed, but not absolute. Renegades and Heretics find a rare degree of tolerance—so long as they do not threaten the separation of worlds.
- Vast and Layered: The Necropolis sprawls through ghostly versions of Madison’s landmarks, effigy mounds, forgotten tunnels, and primordial temples lost to time. Its deepest halls predate the city above.
- Spirit Traffic: Because of Gahara’s reputation, Madtown is a waypoint for lost souls from across the globe—those who refuse the call of Oblivion or are exiled from Stygia.
Laws and Purpose
1. The Living and the Dead Shall Not Mingle:
Gahara’s first law forbids wraiths from interfering in mortal affairs except in rare circumstances (such as protecting the Shroud or fulfilling unfinished business that, if neglected, would risk Paradox).
2. All Souls Must Find Their Path:
Wraiths are encouraged to resolve their Passions and Fetters, with Ferrymen and ancient shamans offering guidance toward Ascension, reincarnation, or the Far Shores. Madtown’s Necropolis has elaborate rites for judgment and passage.
3. No Cults of Oblivion:
Spectres and those who serve Oblivion are hunted relentlessly. Gahara himself leads the Ferrymen against any breach of this law.
4. Respect the Balance:
Gahara sees the continued separation of worlds as the only bulwark against the Nameless, whose prison he helped construct. His agents monitor the activities of Mages, Kindred, Garou, and Fae who threaten the Shroud or the stability of death.
The Importance of Madtown

Spectres and Dangers
- **Spectres**—Wraiths lost to Oblivion—are uncommon in Madison. Reapers are quick to hunt and destroy them.
