Between 1900 and 1915, Madison's fragile supernatural order faced its first great test.

The Gahara Pact had been established in 1899, but it had not created peace. The Lords of Madison challenged the city's older Kindred powers. The Withered Sigil continued its attempts to corrupt the Capitol Node. The Technocratic Union remained embedded within Madison's institutions. Mages, Garou, Kindred, spirits, and the restless dead watched one another across boundaries stained by old violence.

At approximately 2:30 a.m. on February 27, 1904, a gas jet ignited recently varnished woodwork inside the Wisconsin State Capitol.

The physical fire was real. It was not created by a vampire, mage, spirit, or ritual. Human error, vulnerable infrastructure, empty water tanks, bitter cold, and combustible material were enough.

The supernatural disaster began when several factions tried to use, contain, or survive the fire at the same time.

By the following night, most of the Capitol had been destroyed. The Lords of Madison were dead. Tremere assistants and members of the Withered Sigil had perished. A breach beneath the Capitol had released hostile dead into the Near Umbra. The Gahara Pact endured, but its signatories no longer agreed about what they had saved.

The city rebuilt around the wound.

Madison at the Turn of the Century

Madison entered the twentieth century with a population approaching twenty thousand and the ambitions of a much larger city.

Government expanded. The university grew. Electricity and telephone service altered daily life. Rail lines carried workers, goods, travelers, and ideas into the city. New institutions promised order, efficiency, and progress.

The supernatural landscape remained divided.

Jay Dee, increasingly operating through the identity of James Doty, guarded New Avalon and the deeper architecture surrounding the Third Anchor.

Gwydion Kelly maintained the Hermetic defenses damaged during the 1883 Capitol collapse and the Technocratic assaults of the 1890s.

Rebecca Troy controlled Madison's principal Tremere chantry and prohibited unsanctioned blood sorcery near the Capitol Node.

Otto Wolfgang served as a Gangrel protector, hunter, and reluctant intermediary.

Sky-Weaver carried messages among Garou, spirit-workers, and other signatories of the Gahara Pact.

Lea Goodwin and the Celestial Chorus preserved testimony concerning supernatural disasters and the mortal people caught within them.

The Technocratic Madison Assessment Office continued its work through smaller programs hidden inside civic, academic, medical, and commercial institutions.

None of these powers controlled Madison.

Each possessed enough influence to prevent someone else from doing so easily.

The Lords of Madison

The Lords of Madison were a loose Kindred faction that became prominent between 1895 and 1900.

Later accounts describe them as three Brujah fleeing rebellions on the West Coast. Surviving evidence does not support so simple an origin.

The faction appears to have included several Kindred and mortal agents connected by ambition rather than clan loyalty. Its membership shifted. At various times, witnesses associated Brujah, Ventrue, Toreador, and unaffiliated vampires with the name.

The Lords claimed that Madison's existing Kindred had mistaken survival for sovereignty.

They sought control through:

Feeding territories near rail depots, hotels, saloons, and government offices.

Influence over contractors, police officials, merchants, and property owners.

The purchase of buildings connected to supernatural crossings.

Recruitment of young or isolated Kindred.

Intimidation of mortal servants belonging to Rebecca Troy and Otto Wolfgang.

Agreements with criminals and political intermediaries.

Attempts to define the Gahara Pact as a temporary wartime measure with no authority over Kindred affairs.

The Lords did not begin as Baali servants.

Their danger came from opportunism. They were willing to bargain with people and powers they believed they could later betray.

The Pact Under Pressure

The Gahara Pact had existed for less than a year when the Lords openly challenged it.

The Lords objected to three provisions in particular:

No signatory could seize, drain, corrupt, or permanently alter the Capitol Node.

Mortal families, servants, and communities could not be used as mass retaliation against another faction.

A recognized threat to the Third Anchor required warning and limited cooperation.

The Lords argued that these restrictions allowed mages and Garou to interfere in Kindred territory.

Rebecca Troy disagreed, but she did not recognize the pact as authority over every vampire in Madison. Otto Wolfgang considered the Lords reckless predators, yet refused to let the Tremere use the crisis to expand their own power.

Garou signatories warned that the Lords were feeding near spiritually damaged ground and drawing Banes toward the city.

Hermetic investigators discovered that properties acquired by the Lords formed a broken arc around the Capitol district. The pattern resembled part of the Withered Sigil's ritual geometry from 1883.

No evidence proved that the Lords understood the pattern.

They understood that someone was paying well.

The Withered Sigil Returns

The Withered Sigil had survived the hunt following the 1883 Capitol collapse.

By 1900, it no longer operated as a single identifiable cult. Its methods persisted inside occult societies, criminal networks, private clubs, corrupt contracting arrangements, and supernatural conspiracies.

The cult's central doctrine treated institutional failure as a form of sacrifice.

Its members did not need to create a disaster. They cultivated weakness, concealed warnings, divided responsibility, and waited for ordinary systems to fail.

During the years before the Capitol fire, Withered Sigil agents:

Studied the damaged southern defenses left by the 1883 collapse.

Acquired access to maintenance schedules and building plans.

Hid ritual marks beneath repairs and utility work.

Encouraged conflict between the Lords and the older Kindred.

Purchased blood and funerary materials through intermediaries.

Traced the location of records preserved after Camp Randall and the Capitol collapse.

Searched for Marcel Durand's missing ritual vessel.

Their intended ritual remains disputed.

The strongest surviving evidence suggests that they planned to convert a future civic disaster into pressure against the Capitol Node. They did not know when the disaster would occur. They prepared the building to become an instrument when it did.

February 27, 1904

At approximately 2:30 a.m. on February 27, a gas jet in a second-floor cloakroom ignited recently varnished woodwork in the Capitol.

The building had already been wired for electricity, but gas lighting remained in use. A night watchman smelled smoke during his rounds.

The Capitol possessed a costly sprinkler system connected to both the city water supply and reserve tanks located above the University of Wisconsin's Main Hall. The reserve tanks had been emptied while an engineer cleaned a boiler.

Fire spread through the building.

Governor Robert M. La Follette requested assistance from Milwaukee and Janesville. Fire equipment arrived by rail, but severe cold froze pumps and hindered the response. Volunteers and university students joined firefighters and state employees. Records, furniture, and books were carried from the building or thrown into snowbanks below.

The fire burned for approximately twenty hours.

Most of the Capitol was destroyed. The north wing survived. State records, historical materials, Civil War relics, and the mounted remains of Old Abe were lost.

No supernatural force was required to explain the fire.

That truth became central to the occult investigation that followed.

The First Supernatural Signs

The first supernatural disturbance occurred minutes after the fire entered the central portions of the building.

Witnesses later reported:

Smoke moving against the draft.

Bells ringing in New Avalon when no physical bell had been struck.

Names disappearing from labels attached to rescued records.

Reflections of people still inside the building appearing in windows after they had escaped.

Spirits fleeing Capitol Square toward the lakes.

Wraiths gathering around objects connected to the Civil War dead.

The smell of wet stone inside rooms untouched by fire.

A seventh silhouette visible within smoke rising from the damaged southern wing.

Every surviving copy of one maintenance ledger opening to the same blank page.

The southern scar from 1883 began to weep again.

Inside New Avalon, rooms connected to the Capitol exchanged their contents. Corridors filled with smoke. Doors opened onto burning offices that had never existed within the Horizon Realm.

Gwydion Kelly realized that the fire was moving through sympathetic connections between the mortal building and New Avalon.

The Capitol was burning in two worlds.

The Baali Rite

Members of the Withered Sigil entered concealed positions beneath and around the Capitol after the fire began.

Their ritual did not ignite the building.

It attempted to claim the meaning of the disaster.

The rite drew upon:

The destruction of public records.

Fear that the seat of government would be lost.

The memory of the six workers killed in the 1883 collapse.

The absent seventh name.

The destruction of Civil War relics connected to Camp Randall.

Anger, blame, exhaustion, and confusion among those fighting the fire.

The repeated failure of systems intended to protect the building.

The cult intended to turn the fire into proof that preservation was impossible.

If successful, the rite would have carried that conclusion into New Avalon. Archives would forget their contents. Wards would cease distinguishing protection from imprisonment. The Third Anchor would not immediately break, but one of its supporting histories would become a story of inevitable failure.

The Nameless responded from within the absence.

No witness heard a voice.

Several forgot why they had come.

Rebecca Troy and James Doty

Rebecca Troy detected blood sorcery beneath the Capitol shortly after the supernatural disturbance began.

She entered the affected area with several Tremere assistants. Her purpose was to destroy the Baali rite before it could reach the Node.

James Doty arrived through a crossing from New Avalon.

To most witnesses, Doty appeared to be a mortal occult scholar with improbable knowledge of the building. Rebecca recognized enough of Jay Dee within him to understand the danger.

The two did not attempt to control the Capitol Node for personal gain.

They attempted to isolate it.

Their counter-ritual had three parts:

Sever the Fire

Doty separated the mortal fire from the sympathetic architecture carrying it into New Avalon.

This prevented the physical destruction of the Capitol from consuming corresponding districts within the realm.

Break the Blood Circuit

Rebecca used Tremere blood sorcery to identify the living components of the Withered Sigil's rite.

Her assistants destroyed marked vessels, severed prepared blood paths, and confronted cultists hidden within service passages and ritual chambers.

Close the Southern Scar

Rebecca and Doty attempted to close the spiritual wound first opened in 1883.

The attempt failed.

The scar widened into the Umbra.

Whether the failure resulted from damaged wards, Baali interference, the destruction of historical relics, a Technocratic device, or an error by one of the defenders remains disputed.

The breach opened.

The Ash Door

The opening beneath the Capitol became known as the Ash Door.

It did not collapse the Gauntlet across Madison. It created a violent, temporary passage among the physical Capitol, the Near Umbra, and regions of the Underworld drawn toward the burning records.

Wraiths and Spectres crossed through the wound.

Many were connected to:

Soldiers whose records had been stored in the Capitol.

People forgotten by state institutions.

Prisoners, patients, laborers, and residents whose lives had been reduced to files.

The Camp Randall dead.

Earlier victims of the Capitol Node.

Identities consumed or damaged by the Nameless.

Not every dead spirit that emerged was hostile.

Some attempted to recover names, objects, or testimony from the fire. Others attacked the living in confusion. Spectres moved among them, feeding upon panic and directing the dead toward the Node.

The defenders could not treat every apparition as an enemy.

That distinction saved lives.

It also allowed at least one predatory entity to escape.

Death of the Tremere Assistants

Rebecca's assistants reached the Withered Sigil's ritual chamber while the fire raged above them.

The surviving accounts disagree about their number and identities.

At least three were killed.

One died fighting a Baali cultist. One was consumed by fire after a passage collapsed. Another vanished when the Ash Door opened and was later seen among the dead.

Their actions broke the principal blood circuit before the rite could fully attach itself to the Capitol Node.

Rebecca preserved their names within the Tremere chantry but refused to provide the complete record to the Gahara Pact.

Lea Goodwin later accused her of repeating the same secrecy that had strengthened the curse in 1883.

Rebecca answered that names could be preserved without being surrendered.

The dispute was never resolved.

Otto Wolfgang's Warning

Otto Wolfgang learned that the Lords intended to move against an isolated Garou during the fire.

The target is identified in later accounts as a young warrior separated from the pack defending the Capitol's spiritual perimeter.

Otto recognized the attack as a diversion.

He warned Sky-Weaver and the nearby Garou, then followed the Lords toward the edge of the Umbra breach.

The Lords believed the fire had broken the pact's command structure. They expected the Garou to be scattered, the Tremere occupied, and the mages trapped inside their own failing wards.

They were correct about everything except the Garou.

Fall of the Lords of Madison

The Lords attacked near the Capitol while hostile spirits moved through the Ash Door.

The lone Garou was not alone.

A pack waited beyond the smoke, supported by spirit allies and warned by Otto Wolfgang.

The battle was brief, confused, and savage.

The Lords found themselves trapped between the Garou and Umbra-born entities drawn to the bloodshed. At least one Lord attempted to escape through the Ash Door. Another called upon mortal servants who never received the message.

No confirmed member of the faction survived the night.

Later Kindred histories accuse Otto of arranging the massacre to eliminate political rivals. Garou accounts claim the Lords knowingly served the Wyrm. Tremere records suggest Rebecca allowed the attack to proceed because the Lords had interfered with her counter-ritual.

The surviving evidence supports a narrower conclusion:

The Lords attempted to exploit a citywide supernatural emergency, and every enemy they had made arrived at once.

Their mortal networks did not disappear with them. Property, debts, servants, compromised officials, and criminal alliances passed into other hands.

The Lords fell.

Their methods survived.

Defense of the Capitol Node

The Gahara Pact had no central army and no single commander.

Its response emerged from overlapping acts of necessity.

Jay Dee and Gwydion Kelly

Jay Dee, working through James Doty, and Gwydion Kelly fought to prevent the mortal Capitol's destruction from rewriting New Avalon.

They:

Closed crossings directly exposed to the fire.

Moved archives away from sympathetic chambers.

Separated the Capitol Node from the Withered Sigil's ritual geometry.

Preserved contradictory records rather than selecting one official account.

Redirected smoke-filled corridors into unfinished districts.

Prevented New Avalon's wards from treating refugees as intruders.

Several rooms were lost.

One returned thirteen years later with its contents burned but still readable.

Lea Goodwin and the Choristers

Lea Goodwin organized witnesses, volunteers, and supernatural healers around the preservation of names.

Her rites followed the work already being done by ordinary people carrying documents from the building.

The Chorus sang over rescued records, not to make them indestructible, but to preserve the human relationships attached to them.

Every name spoken became harder for the Nameless to remove.

Garou and Spirit-Workers

Garou and local spirit-workers formed a spiritual perimeter around the Capitol district.

They:

Prevented Banes from feeding upon the fire.

Guided non-hostile dead away from the Node.

Hunted Spectres using the confusion as cover.

Protected older pathways between the lakes.

Fought the Lords of Madison.

Closed lesser wounds created by the Ash Door.

The Garou did not recognize Hermetic ownership of the Node.

They defended the land beneath the institution.

Rebecca Troy and the Tremere

Rebecca destroyed the remains of the Baali blood rite.

She also recovered several vessels, documents, and fragments of Marcel Durand's work. She surrendered only part of this material to the pact's investigators.

Her secrecy prevented immediate study of the evidence.

It may also have kept the Nameless from learning what the Tremere knew.

Otto Wolfgang

Otto carried warnings between Kindred, Garou, and the defenders of the Node.

He hunted escaped cultists after the Lords fell and destroyed several hostile spirits that had taken physical form.

His role strengthened his reputation as a protector.

It also made him responsible, in Kindred memory, for the extinction of the Lords.

The Technocracy During the Fire

The Technocratic Union did not launch the 1904 disaster.

The Madison Assessment Office detected the disturbance and attempted to contain it through instruments embedded within the Capitol district.

One device imposed a stable spatial model upon the affected area. For several minutes, it prevented the Ash Door from expanding.

It also trapped people inside rooms that official building plans identified incorrectly.

A second instrument attempted to catalogue the dead crossing through the breach. It produced hundreds of blank cards and one repeated number:

Technocratic personnel withdrew when the instruments began treating living operatives as archival errors.

After the fire, the Union removed evidence of its presence and classified the event as a containment failure caused by competing Reality Deviants.

Its agents learned that civic records near the Capitol Node possessed metaphysical weight.

That lesson shaped later Technocratic operations in Madison.

Closing the Ash Door

The Ash Door remained open for less than an hour.

Closing it required no single triumphant ritual.

The breach weakened as several actions converged:

The Tremere broke the Baali blood circuit.

The Choristers restored names to damaged records.

Garou and spirit-workers separated the hostile dead from the Node.

Hermetic mages severed the sympathetic path into New Avalon.

Technocratic stabilization equipment briefly limited the breach's physical extent.

Firefighters, students, officials, and volunteers continued carrying records and people from the building.

The final act is attributed to James Doty.

He entered the threshold and placed the memory of the burning Capitol inside the southern scar.

The act did not erase the disaster.

It made the wound remember that the building had burned and still been rebuilt.

The Ash Door closed.

Something remained on the Madison side.

The Morning After

By February 27, most of the Capitol lay in ruins.

The supernatural factions concealed evidence that would expose the Capitol Node, New Avalon, and the Ash Door. They did not alter the known physical causes of the fire.

The public history remained true:

A gas jet ignited recently varnished woodwork in a second-floor cloakroom.

The sprinkler system could not draw upon the emptied reserve tanks.

Severe cold interfered with arriving fire equipment.

Volunteers and university students helped save records and property.

Most of the building was destroyed.

The north wing survived.

Irreplaceable state and historical materials were lost.

The occult history existed beneath those facts.

The fire had not been an illusion or cover story. It was a human disaster made metaphysically catastrophic by people who believed catastrophe belonged to whoever could explain it first.

The Fire Inquiry

The Gahara Pact conducted its own investigation while mortal authorities assessed the destruction.

The inquiry identified several failures:

Withered Sigil preparations had gone undetected.

The Lords had acquired property and access around the Capitol without adequate scrutiny.

Rebecca Troy had withheld information about blood sorcery connected to the southern scar.

Hermetic defenders had allowed New Avalon to remain too closely mirrored to the mortal Capitol.

Garou patrols had focused upon spirits while mortal agents moved ritual materials through the city.

Technocratic devices had altered the breach without warning the pact.

No shared command structure existed for a Node emergency.

No faction accepted full responsibility.

The investigation did not produce a public verdict.

It produced amendments.

The Ash Articles

In 1905, signatories added a group of emergency provisions to the Gahara Pact. These became known as the Ash Articles.

Separation of Mortal and Supernatural Cause

Investigators were required to distinguish a disaster's physical cause from supernatural exploitation.

This provision prevented factions from blaming every human failure upon spirits, vampires, mages, or the Technocracy.

Shared Emergency Signals

The pact established recognized warnings for breaches involving the Capitol Node, New Avalon, or the Underworld.

Different factions could use messengers, spirit signs, bells, coded telegrams, or ritual marks.

Protection of Rescue Efforts

Signatories could not obstruct mortal firefighters, medical workers, volunteers, or rescuers during a supernatural emergency except to prevent immediate mass exposure.

Custody of Dangerous Evidence

No single faction could claim every artifact recovered from a citywide breach.

In practice, this article was often ignored.

Rights of the Restless Dead

Wraiths emerging during a breach were not automatically classified as hostile.

Those capable of communication could seek limited sanctuary or assistance through recognized intermediaries.

Prohibition on Opportunistic War

An attack launched against another signatory during a declared existential emergency could trigger collective retaliation.

The destruction of the Lords became the warning attached to this article.

The Ash Articles strengthened the pact.

They also gave every faction new language with which to accuse the others.

Reconstruction of the Capitol

Wisconsin began the long process of replacing the destroyed Capitol.

Construction of the present building proceeded in stages between 1906 and 1917.

The supernatural reconstruction followed the mortal work but did not secretly control it.

Jay Dee and Gwydion Kelly used the changing architecture to reduce the direct sympathetic correspondence between individual Capitol rooms and New Avalon.

Their revised design principles included:

No single mortal chamber would serve as the sole reflection of a New Avalon archive.

Records connected to the Third Anchor would be duplicated across separate protected locations.

The southern scar would be contained rather than hidden beneath a false restoration.

New crossings would depend upon relationships and ritual recognition, not only physical geometry.

The memory of the 1883 collapse and 1904 fire would remain present within the defenses.

The new Capitol did not become a Hermetic sigil disguised as public architecture.

Most architects, laborers, officials, and craftspeople involved in its construction knew nothing of the supernatural conflict.

The defenders adapted to the building.

They did not own its creation.

New Avalon After the Fire

New Avalon survived the fire but emerged changed.

Several districts remained sealed for years. Smoke appeared in halls during civic crises. The sound of books striking snow could be heard inside empty archives.

The realm acquired a new chamber called the Hall of Rescued Names.

It contained copies, memories, spoken testimony, and symbolic records preserved during the fire.

The hall never held a complete archive.

Its purpose was not completeness.

It existed to prove that preservation could be an act performed by ordinary people under impossible conditions.

The Nameless avoided the chamber.

Or waited inside its omissions.

The Sons of Ether

The early twentieth century transformed the relationship between mysticism, science, and the Ascension War.

In 1904, the Electrodyne Engineers rebelled against the Technocratic Union. By 1906, the Sons of Ether held a permanent seat on the Council of Nine Mystic Traditions.

Madison did not immediately grant the Sons of Ether authority over local technomantic work.

Several Etherites passed through the city, drawn by:

Technocratic calculation engines recovered from the 1890s.

Reports of the Ash Door.

New Avalon's unstable architecture.

Experiments involving automata, telegraphy, electricity, and dimensional travel.

A small Etherite workshop became a recognized research enclave by the end of the decade. Its members cooperated with New Avalon but remained suspicious of Hermetic control.

Their arrival created the foundation for a later permanent Tradition presence in Madison.

It did not instantly create a unified technomantic center.

Rebecca and Sara Greenberg

Rebecca Greenberg arrived in Madison during the years after the fire.

She was a widow who managed a local twine mill at a time when a woman in such a position faced legal, financial, and social restrictions.

Her daughter, Sara Greenberg, was born in 1909.

Sara grew up around the mill's management office and workers. She became a familiar presence among families whose labor sustained the business.

Rebecca's history belongs primarily to Madison's labor, kinfolk, and Garou stories rather than the Capitol crisis itself.

Her arrival nevertheless marked an important change in the city's supernatural landscape.

The Gahara Pact had been created by powerful figures defending a Node.

The Greenbergs represented the people expected to live beneath those agreements.

Sara's later First Change would connect the mill, its workers, and Madison's Garou politics in ways none of the pact's founders anticipated.

1910–1913: A Dangerous Stability

By 1910, Madison appeared more stable.

The Lords were gone. The Capitol was being rebuilt. The Ash Door remained closed. The Withered Sigil had retreated. Direct Technocratic operations near the Node were limited.

The stability was real but incomplete.

Former servants of the Lords entered other Kindred networks.

Baali methods appeared in occult circles with no known connection to the Withered Sigil.

Technocratic observers catalogued reconstruction work.

Wraiths displaced by the fire gathered around temporary government offices and salvaged records.

New Avalon continued to produce rooms containing objects thought lost in 1904.

Garou disputed whether the rebuilt Capitol strengthened the Weaver.

Tremere and Hermetic investigators competed for artifacts recovered from the ruins.

The Gahara Pact became more procedural and more political.

The city had survived its trial by fire.

It had also learned how to normalize the impossible.

The Sabbat Probe of 1914

In 1914, a small Sabbat pack entered Madison while fleeing violence associated with the wider Sabbat conflicts.

Later accounts call the incident an invasion.

It was a probe conducted by desperate and dangerous survivors.

The pack expected Madison's Kindred to remain divided after the fall of the Lords. Instead, its members encountered a city with established warning systems and several factions practiced in temporary cooperation.

The Sabbat:

Tested feeding territories near rail lines and industrial districts.

Attempted to recruit or terrorize isolated vampires.

Investigated rumors of the Capitol Node.

Sought surviving servants of the Lords.

Mistook hostility among the pact's signatories for an inability to act together.

Mages, Garou, Tremere, and Gangrel responded for different reasons.

The pack was destroyed or driven from Madison before establishing a permanent foothold.

The incident demonstrated that the Gahara Pact could repel a limited outside threat.

It did not prove the city could survive a larger Sabbat campaign.

War Reaches the Hidden City

The First World War began in Europe in 1914.

Its immediate physical effects upon Madison differed from those experienced overseas, but its supernatural consequences appeared quickly.

The Technocracy used the conflict to test industrial, mechanical, chemical, and administrative systems on an unprecedented scale.

Tradition mages, particularly the Sons of Ether, faced the corruption of inventions once imagined as tools of liberation.

Within Madison:

New Avalon received displaced mystics and contradictory reports from Europe.

The Celestial Chorus prepared memorial rites before American entry into the war.

Technocratic offices increased monitoring of immigrant communities and foreign correspondence.

Kindred followed troop movements and wartime industries.

Garou sensed the growth of spirits shaped by mechanized slaughter.

The Hall of Rescued Names began producing empty shelves for people not yet dead.

The Capitol fire had taught Madison how a civic institution could become a spiritual wound.

The Great War suggested that entire nations could do the same.

Pentex

In 1915, the corporation known as Premium Oil underwent changes in management and identity associated with the emergence of Pentex Incorporated.

Pentex did not immediately control Madison.

Its transformation mattered because the corporation represented a new kind of Wyrm influence: patient, commercial, distributed, and difficult to separate from ordinary economic life.

Consequences

The 1904 Capitol fire destroys most of the building while the north wing survives.

The physical disaster remains the result of fire, vulnerable infrastructure, empty reserve tanks, severe cold, and human circumstances.

Legacy

The Capitol fire became the first true trial of the Gahara Pact.

The pact did not prevent the building from burning. It did not save every record, every spirit, or every defender. It did not stop the Lords from turning crisis into opportunity.

It gave enemies a reason to warn one another.

That was enough.

Firefighters and volunteers carried books into the snow. Mages fought to keep New Avalon from becoming a mausoleum. Garou hunted spirits through smoke. Vampires bled beneath a government building. The dead climbed through a door that should not have existed.

By morning, the Capitol was a blackened shell.

The Third Anchor remained.

Madison rebuilt its seat of government around the wound. New Avalon rebuilt its archives around what could not be recovered. The Gahara Pact rewrote its rules around the knowledge that disaster did not care whether its cause was mortal or supernatural.

The Lords of Madison believed the fire had erased the city's boundaries.

Instead, it showed them where every boundary was defended.
