On November 8, 1883, part of the unfinished south wing addition to the Wisconsin State Capitol collapsed. Six construction workers were killed and approximately twenty others were injured.
The public investigation blamed defective workmanship, inadequate materials, and negligence.
In the hidden history of Madtown by Night, those findings remain true. The collapse was not an illusion, and supernatural forces did not absolve the architects, contractors, inspectors, or public officials whose decisions placed workers in danger.
The Baali did not create the corruption surrounding the construction project. They found it, encouraged it, and shaped it into a weapon.
The disaster became known among Madison's supernatural factions as the Fracturing of the Southern Seal.
The Capitol Before the Collapse
The Capitol standing in 1883 was not Madison's present-day Capitol building.
The statehouse completed in 1869 had grown increasingly inadequate for Wisconsin's expanding government. In 1882, the state authorized the enlargement of its north and south wings.
Construction began under severe financial and political pressure.
- Contractors struggled to complete the work within the approved budget.
- Plans were revised to reduce costs.
- Questions emerged concerning the strength of materials and the quality of construction.
- Workers labored beneath unfinished stonework, iron supports, scaffolding, and masonry.
- State officials feared that another failure of the Capitol project might renew political pressure to move the seat of government away from Madison.
Beneath the visible construction, the Capitol Node was also changing.
The addition altered the physical weight, geometry, and human activity surrounding the Node. New foundations crossed older ritual paths. Stone was removed and replaced. Government records, offices, ceremonial spaces, and public authority were redistributed through the building.
To ordinary observers, this was construction.
To Madison's supernatural inhabitants, it was surgery performed around a living organ.
New Avalon in 1883
By 1883, New Avalon had developed far beyond the concealed threshold established by Jay Dee during Madison's founding.
The sanctuary contained:
- Stable crossings connected to several locations in Madison.
- Hermetic halls, archives, laboratories, cultivated grounds, and residential chambers.
- Sections influenced by the memories and institutions of the growing mortal city.
- Wards protecting the Capitol Node from intrusion through the Umbra.
- Chambers used by visiting mages, spirit-workers, and supernatural diplomats.
New Avalon was not yet the vast, mature Horizon Realm known during the twentieth century. Entire districts remained unfinished. Some roads ended at blank walls. Certain doors opened only during specific astrological conditions. Parts of the realm depended upon the stability of the Capitol Node.
The disturbance at Camp Randall during the Civil War had already taught Dee that suffering and forgotten history could pass through New Avalon's defenses.
The Capitol expansion introduced a different danger. It threatened the physical and symbolic architecture upon which Dee's sanctuary increasingly depended.
The Withered Sigil
During the decades following the Civil War, a Baali cult established itself in Madison under the name the Withered Sigil.
The cult did not operate openly. Its members moved through respectable institutions, private spiritualist circles, fraternal organizations, contracting firms, and occult societies.
The Withered Sigil recruited people who believed the city owed them something:
- War-haunted veterans searching for meaning in what they had survived.
- Spiritualists attempting to contact the dead.
- Academics fascinated by forbidden religious traditions.
- Labor supervisors willing to exchange safety for profit.
- Political intermediaries skilled at hiding responsibility inside committees and contracts.
- Occultists who believed the Capitol concealed a power that should belong to them.
Not every corrupt contractor, negligent official, or cruel supervisor belonged to the Baali. Most required no supernatural influence.
The cult needed only a few people in the correct places.
Baali Infiltration
The Withered Sigil entered the Capitol project through a network of mortal agents.
Its methods were patient and difficult to distinguish from ordinary corruption.
- Inferior materials were accepted despite warnings.
- Inspection records were altered or misplaced.
- Complaints from workers disappeared.
- Reinforcement schedules were changed.
- Measurements were copied incorrectly into replacement plans.
- Financial pressure was used to keep construction moving.
- Certain stones were marked with symbols concealed beneath mortar.
- Small quantities of blood, ash, and grave soil were mixed into material placed near the south wing's foundation.
No single action caused the collapse.
The cult assembled a chain of human failures and then placed its ritual inside that chain.
The Baali believed that a disaster created through negligence carried a particular resonance. Death caused openly by an enemy produced anger and resistance. Death caused by institutions that refused to see danger produced helplessness, confusion, and displaced responsibility.
That was the resonance the Withered Sigil wanted.
Rebecca Troy and Otto Wolfgang
The Baali presence had already been discovered during the Civil War by the Tremere Rebecca Troy and the Gangrel Otto Wolfgang.
Otto had originally followed Rebecca to Madison intending to kill her. Their conflict changed when both discovered evidence of the Baali operating within the city.
Their truce survived the Camp Randall crisis, but never became friendship.
By the early 1880s:
- Rebecca commanded an established Tremere chantry.
- Otto had become a dangerous but respected intermediary among several of Madison's supernatural communities.
- Both understood that the Baali preferred to work through mortal institutions.
- Neither possessed enough evidence to identify the Withered Sigil's entire membership.
- Each suspected the other of withholding information.
Rebecca believed the Capitol expansion concealed a ritual.
Otto believed the construction site was being prepared as a place of sacrifice.
Both were correct.
Their warnings reached Jay Dee, but too late to stop the collapse.
Warning Signs
In the weeks preceding November 8, supernatural disturbances appeared around the Capitol.
Physical Signs
- Workers reported vibrations inside walls that had not yet settled.
- Tools disappeared and returned stained with dark residue.
- Black moths gathered inside enclosed rooms despite the cold.
- Fresh mortar occasionally smelled of myrrh.
- Measurements changed between one inspection and the next.
- Several workers experienced the same dream of a stairway descending beneath the south wing.
Supernatural Signs
- Protective wards flickered without fully failing.
- Spirits avoided the south side of Capitol Square.
- Divinations returned images of a cracked bell or a mouth filled with stone.
- New Avalon doors opened onto unfinished scaffolding inside the mortal Capitol.
- Names vanished from construction records preserved in New Avalon's archives.
- A low vibration entered rituals performed near the Capitol Node.
- Wraiths connected to Camp Randall's Unnamed March turned away from Capitol Square.
Lea Goodwin of the Celestial Chorus interpreted the disturbances as a warning associated with unresolved Civil War memory.
Gwydion Kelly of the Order of Hermes believed the physical expansion had disrupted one of Dee's protective systems.
Neither understood that the Withered Sigil was using both conditions.
The Curse of the Weeping Seal
The Withered Sigil called its operation the Curse of the Weeping Seal.
It was not a single spell performed at the moment of the collapse. It was a ritual assembled through construction, corruption, concealed symbols, manipulated records, and anticipated death.
The curse possessed three stages.
Stage One: The Buried Mark
Baali agents placed ritual markings within the unfinished addition.
These markings were divided among stones, beams, foundation channels, scaffolding, and documents. No single symbol revealed the complete design.
Together, they created a spiritual pattern aimed beneath the Capitol.
The pattern did not control the Capitol Node. It created a path through which suffering from the construction site could be directed toward one of New Avalon's supporting wards.
Stage Two: The Unnamed Dead
The curse required deaths whose responsibility would immediately become disputed.
The Baali did not need the victims to be members of the cult, willing sacrifices, or supernatural beings. They needed the dead to become numbers before they became names.
Conflicting reports, altered ledgers, and missing employment records were prepared before the collapse.
The ritual was designed to capture the moment when a human life became an administrative problem.
Stage Three: The Weeping Seal
At the moment of structural failure, the ritual transformed the terror, pain, confusion, and institutional denial surrounding the disaster into a corrosive spiritual current.
That current struck the southern portion of Dee's protective system.
The seal did not break completely.
It began to weep.
For several minutes, Quintessence and memory escaped from New Avalon's supporting structure into a shallow region of the Umbra beneath the Capitol.
Something on the other side noticed.
November 8, 1883
Construction on the south wing addition was nearly complete when part of the structure collapsed.
Stone, iron, timber, dust, and scaffolding fell through the work area.
Six workers were killed. Approximately twenty others were injured.
The sound carried through downtown Madison. A cloud of dust rolled across the Capitol grounds. Survivors and witnesses rushed toward the wreckage while others fled, fearing that more of the structure would fall.
The supernatural consequences began at the same moment.
- The Capitol Node produced a pulse felt throughout central Madison.
- Wards inside New Avalon turned inward.
- Several rooms in the sanctuary lost their doors.
- Black moths emerged from cracks in the south wing rubble.
- Spirits fled Capitol Square.
- Every clock in Rebecca Troy's chantry stopped at the moment of collapse.
- Gwydion Kelly heard a bell ringing beneath the sound of falling stone.
- Lea Goodwin temporarily lost the ability to remember the names of the dead.
The Withered Sigil had opened its incision.
The Six Dead and the Seventh Name
Six workers died in the documented collapse.
Supernatural records repeatedly refer to a seventh presence.
The surviving evidence is contradictory:
- A seventh shadow appears in a Tremere reconstruction of the disaster.
- New Avalon's archive briefly contained seven death records.
- Lea Goodwin remembered singing rites for seven people.
- Otto Wolfgang followed seven distinct blood trails through the rubble.
- Mortal employment records identify only six dead workers.
- No unidentified human remains were recovered.
- Jay Dee's private account refers to a name being removed rather than a person being killed.
The seventh presence may have been:
- A member of the Withered Sigil consumed by the ritual.
- A wraith drawn into the collapse.
- A supernatural observer erased from memory.
- A false identity used by several cultists.
- A victim whose existence the curse removed from local records.
- Marcel Durand, whose disappearance occurred during the supernatural aftermath.
No definitive answer survives.
The missing seventh name becomes one of the earliest recognized signs that the Nameless can attack history through absence rather than destruction.
Marcel Durand
Marcel Durand was a Tremere occultist assigned to Rebecca Troy's Madison chantry.
He had been studying whether vitae could be altered by exposure to resonance drawn from the Capitol Node. Rebecca permitted limited research but forbade any direct attempt to feed upon, bind, or redirect the Node.
Marcel exceeded those limits.
He created a blood sorcery ward beneath the Capitol district, intended to detect changes in the Node's resonance. The ward was not built with Awakened Prime magick, and Marcel could not suffer Paradox as a mage would.
When the Capitol collapsed, the Curse of the Weeping Seal entered Marcel's ward.
The ritual connected three forces that had never been meant to touch:
- Tremere blood sorcery.
- The damaged southern defenses of New Avalon.
- The Baali corruption beneath the construction site.
Marcel attempted to sever the connection.
Witnesses later reconstructed what happened:
- Marcel began a counter-ritual inside a concealed chamber near the Capitol.
- Blood rose from his ritual circle and clung to the walls.
- The chamber appeared to lengthen in every direction.
- A doorway opened onto a corridor filled with red-eyed spiders.
- Marcel continued chanting after his body disappeared from view.
- The doorway closed before Rebecca could reach him.
No body was found.
Marcel did not become a known wraith. Attempts to summon his spirit produced only repeating corridors, strands of red silk, and fragments of a chant distorted into something resembling Enochian.
Rebecca listed Marcel among the Lost.
Whether he died, entered an Umbrood realm, became trapped within New Avalon's damaged architecture, or was taken into an echo controlled by the Nameless remains unknown.
The Umbra Beneath the Capitol
For several minutes after the collapse, the boundary beneath the south wing became dangerously thin.
The breach did not collapse the Gauntlet across Madison. It created a localized spiritual wound connected to the Capitol Node and New Avalon.
Three predatory entities entered the affected region of the Umbra.
Later Hermetic accounts called them Nephandic servitors. Tremere records described them as demonic parasites. Garou witnesses identified them as spirits corrupted by suffering, secrecy, and institutional cruelty.
Their exact nature remains disputed.
The entities did not attack the physical city directly.
They consumed memory.
- One fed upon the names of the dead.
- One fed upon knowledge of responsibility.
- One fed upon the moment when witnesses decided they had seen nothing.
The third entity escaped immediate containment.
Its fate remains unknown.
The Defense of the Capitol Node
Jay Dee reached the damaged seal through New Avalon.
He found the southern wards bleeding memory and Quintessence into the breach. Sections of the realm had begun repeating the collapse.
In one corridor, stone fell endlessly without reaching the floor. In another, six workers stood beneath scaffolding while a seventh figure watched from behind the wall.
Dee organized a temporary defense involving several supernatural factions.
Jay Dee and Gwydion Kelly
Dee and Gwydion repaired the damaged Hermetic framework.
- The affected wards were isolated from the central defenses.
- Unfinished sections of New Avalon were closed.
- The pathways carrying the curse were redirected away from the Capitol Node.
- Construction maps were compared with New Avalon's shifting geometry.
- Copies of mortal records were placed inside protected archives before further names could disappear.
Their work prevented the Withered Sigil from reaching the Node directly.
Lea Goodwin and the Celestial Chorus
Lea Goodwin led rites for the dead and injured.
Her work focused upon restoring identity rather than purifying architecture.
- The names of the dead were spoken repeatedly.
- Witness testimony was gathered before memory could shift.
- Songs were performed at the times of the workers' deaths.
- The injured were included within the rites rather than treated as secondary to the dead.
- The seventh place was left empty, acknowledging the missing presence without inventing a name.
The rites denied the memory-eating entities complete possession of the disaster.
Rebecca Troy and the Tremere
Rebecca entered Marcel's damaged ritual chamber and destroyed the remaining blood wards.
She surrendered several Tremere records to Dee when it became clear that the curse was using secrecy to preserve itself.
Rebecca never revealed everything.
She recovered Marcel's ritual vessel and concealed it within the Madison chantry.
Otto Wolfgang
Otto hunted the mortal agents of the Withered Sigil.
He prevented several cultists from destroying construction records and captured one initiate attempting to flee Madison.
The captive died before revealing the cult's leadership. Every person who witnessed the death remembered a different final statement.
Garou and Spirit-Workers
Local Garou and Indigenous spirit-workers tracked the escaping entities through the Umbra.
- Bone Gnawers followed spiritual residue through labor camps, boarding houses, alleys, and refuse sites.
- Silent Striders pursued disturbances moving toward Forest Hill Cemetery.
- Spirit-workers restored boundaries disrupted by the construction.
- Predatory spirits attracted by the disaster were driven away or destroyed.
Cooperation did not erase existing hostility toward Dee, the Tremere, or Madison's colonial institutions.
The Capitol Node was defended because allowing the Baali to corrupt it would endanger everyone.
The Southern Scar
The defenders contained the immediate breach, but they could not restore the southern seal to its previous condition.
The Capitol Node acquired a new resonance.
Supernatural investigators describe it as rotational, recursive, or misaligned.
Within the affected area:
- People occasionally return to the place where they began without remembering turning around.
- Spoken accusations become difficult to repeat precisely.
- Written names are more likely to be misspelled or omitted.
- Ritual circles drift slightly out of alignment.
- Reflections appear to rotate independently of their surroundings.
- Witnesses remember the sound of falling stone during moments of institutional betrayal.
- New Avalon rooms connected to the south wing sometimes exchange their contents.
The effect is strongest within the Capitol district and weakens beyond it.
It does not permanently warp all reality within a precise 300-foot radius. Its intensity changes according to memory, civic conflict, construction, and supernatural pressure.
The Investigation
The mortal investigation focused upon construction methods, materials, professional responsibility, and negligence.
The supernatural investigation reached a similar conclusion.
The Withered Sigil could not have created the disaster without human corruption already present within the project.
Jay Dee rejected proposals to erase evidence of the Baali ritual from every mortal record. He feared that excessive supernatural concealment would strengthen the curse by hiding responsibility.
Instead, the supernatural factions allowed the public scandal to continue while removing only evidence that would expose the Capitol Node and New Avalon.
This decision preserved the human causes of the disaster.
It also allowed several Baali agents to escape prosecution.
The Capitol Watch Understanding
The emergency cooperation following the collapse did not create the Gahara Pact.
No citywide supernatural peace existed in 1883.
Instead, the participants established a limited understanding later called the Capitol Watch.
Its terms were narrow:
- Signs of direct corruption affecting the Capitol Node would be shared among designated representatives.
- No faction would attempt to claim the Node during an active breach.
- The identities of mortal victims would be preserved whenever supernatural interference threatened to erase them.
- Tremere experimentation near the Capitol required Rebecca Troy's authorization and notification to Dee's representatives.
- Garou and spirit-workers retained the right to intervene against corrupted spirits without recognizing Hermetic ownership of the land.
- Cooperation during a Node emergency created no permanent alliance and settled no territorial dispute.
The Capitol Watch became one of several precedents later cited during negotiations surrounding the Gahara Pact.
It was not the pact's first draft.
The Hunt for the Withered Sigil
After the southern seal was stabilized, Madison's supernatural factions began hunting the Baali cult.
The campaign never became a unified war.
- Otto Wolfgang pursued cultists through Madison's criminal and supernatural underworld.
- Rebecca Troy interrogated Kindred suspected of trafficking with the Baali.
- Hermetic investigators traced ritual symbols hidden in construction plans.
- Celestial Chorus members searched spiritualist circles for corrupted rites.
- Garou destroyed spirits feeding upon the collapse.
- Mortal investigators exposed negligence without understanding its supernatural use.
Several members of the Withered Sigil were killed.
Others disappeared into the Umbra, fled Madison, or returned to ordinary life beneath new identities.
No reliable record identifies the cult's leader.
The name Withered Sigil vanishes from most surviving documents after 1884, but its methods continue appearing throughout Madison's later history.
Reconstruction
Work on the Capitol expansion continued after the collapse.
The physical structure was repaired under new supervision. The additions were eventually completed.
Supernatural reconstruction took longer.
- Damaged pathways within New Avalon were sealed.
- The southern wards were rebuilt around the scar rather than across it.
- Records of the dead and injured were copied into multiple archives.
- Lea Goodwin continued remembrance rites after public attention moved elsewhere.
- Rebecca Troy prohibited unsanctioned Tremere experimentation involving the Capitol Node.
- Gwydion Kelly established a rotating Hermetic watch over the damaged defenses.
- Jay Dee incorporated the collapse into New Avalon's architecture rather than attempting to erase it.
One chamber within New Avalon remains unfinished.
It contains six stone pillars and an empty seventh foundation.
No door leading into the chamber has ever remained in the same location for more than thirteen years.

The following claims appeared in later supernatural histories but are not established Madtown canon:

- Three confirmed Nephandic demons entered the physical Capitol.
- The Gauntlet collapsed throughout downtown Madison.
- The Capitol Node was permanently reduced in power.
- The Gahara Pact was founded immediately after the collapse.
- The southern wall of the present Capitol contains Marcel's voice.
- The entire street plan of Madison functioned as one Hermetic binding sigil.
These accounts may be used as rumors, faction propaganda, mistaken occult scholarship, or Storyteller material.
Consequences

Legacy
The Baali did not need to summon fire from the sky.
They needed a weak beam, a falsified record, a frightened inspector, and someone with enough authority to say the work must continue.
The Capitol collapse became dangerous because its physical and supernatural causes mirrored one another. Weight was placed where the structure could not bear it. Warnings were ignored. Responsibility was divided until no one appeared to hold it.
Six workers died.
A seventh name disappeared.
The building was repaired. The government continued. New Avalon grew around the wound.
Beneath the southern defenses, something still remembers the sound of stone falling.
